The Scott County Board of Education completed an annual evaluation for Scott County Schools Superintendent Dr. Kevin Hub as outlined in the Superintendent Professional Growth and Effectiveness System (SPGES). This process is part of a comprehensive system to continually improve education in Kentucky and goes hand-in-hand with principal and teacher professional growth models.
There are seven standards outlined in the evaluation tool for superintendents: Strategic Leadership; Instructional Leadership; Cultural Leadership; Human Resource Leadership; Managerial Leadership; Collaborative Leadership; and Influential Leadership. The Scott County Board of Education evaluated Superintendent Hub on each of these standards.
The superintendent evaluation is a multi-step process. At a meeting on April 26, 2018, Dr. Hub presented a capstone project which identified strengths, areas of growth, and best practice indicators for each of the seven standards. Board members reflected on the standards, indicators, and performance individually before compiling their results and reaching consensus in the summative evaluation communicated to the public at the board meeting on May 22.
Superintendent Hub received an overall rating of Accomplished. Areas of success and strength noted by the board include: Human Resource, Managerial, and Collaborative Leadership. The groundbreaking at Great Crossing High School and Creekside Elementary, as well as the upcoming addition at Georgetown Middle School, are indicative of Dr. Hub's ability to collaborate and promote leaders in our district.
Based on this performance evaluation, the Scott County Board of Education amended the contract of Superintendent Hub effective July 1, 2018. The new contract consists of 260 working days, which includes paid holidays and vacation days for 12-month, certified employees as provided in Board Policy 03.122.
“The strong working relationship of the superintendent and board team has strengthened the culture of Scott County Schools,” stated Board Chair Kevin Kidwell. “With the support of our community, we are moving in the right direction.”
Moving forward, the board is eager to work with Dr. Hub to continue to improve the environment in schools to promote student achievement. The shared goal of the superintendent and board is to ensure all students graduate ready to successfully enter the next phase of life.
